MPI encourages vessel operators to maintain hulls so as to be free of biofouling on arrival. Your vessel may be examined by underwater camera to check the biofouling. Severely fouled vessels may be directed to a haul-out facility for cleaning at owner’s expense. The Elephant in the room is that most if not all of the haulout facilities are already well booked in advance for boats doing their normal maintenance. They are not  available for spot haulouts.

I wonder if the powers that be can see that the growth in pests travelling around does seem to related well with the decrease in cleaning options, the cleaning options those very powers removed?
