What is clear is that both Baltic and Hutchwilco brands have self service options. In other words the owner can do it as set out in their recommendations.

That appears to be the facts, when I called Hutchwilco they said so, the Baltic agent did not offer that option.

To get cooperation and goodwill with checking lifejackets perhaps a bit less stick and more carrot?

Your dreaming BP
There have always been people that will bend the rules if they think they can get away with it and an advantage out of it.
So your saying as an organisation that run inherently risky events we should just turn a blind eye to safety ?
Perhaps you should put yourself up for running events and put your balls on the line in the coroners court when someone's mum or dad doesn't come home.
If people didn't cheat/ bend the rules then we wouldn't protest yachts every year for it. I know it's a small number but that doesn't excuse it in my view, maybe it does in yours.

MB. We have deliberately not used any stick as you call it this year so far, just pointed out the requirement that many weren't aware of.
The well prepared boats just do this stuff as a matter of course.

Sorry jon you misread my post completely. I was saying it is sad that someone in your position would think competitors are cheating. Even sadder that you are probably right. You have my complete sympathy. I think those who cheat should be tossed out as others should have no desire to compete against them.
