a rubber gasket is better - with sika, it wont be easy to get the hatch off. And you will need to get it off if you sika it down, murphys law.

Or you can use Silicon or Sika in this way. Run a decent bead all the way around. Make sure you circle every screw hole, right to the edge around each hole. Then allow it to dry fairly well. But before it is fully cured, then screw down the hatch.
The sealant will squash out in shape, but won't ahere to the Lid. So it acts like a rubber seal.

One thing I would add to wheels post is I would use a neutral cure silicone that has no anti fungal added, sealant suitable for fish tanks, acetoxy silicones can on certain metals can cause corrosion

Good point. i should have asked what the tank was made from. I assumed GRP.

Yep it would be fine. I imagine the Steel is coated in something anyway.
