Indeed. However using the bilge pump to pump out oil /and water is also illegal....

Anyone know what caused it?

 

I'm picking he was using a solvent based degreaser which vapors are heavier than air so went to the bilge... spark from hemorrhaged bilge pump...

Yep, solvent based degreaser. No switch, so two bare wires to start the pump = spark=bang!
