No and nor should the government shoulder the costs and compensate those who buy in known risk prone areas.
I wonder if the driver in the NY Times piece is economic and it is cheaper to build in those areas that are exposed to hurricanes.
Do those residents carry home insurances and if so what sort of premiums do they pay compared to other less at risk areas.
9 million new residents over 16 years given the land area concerned is not that large in growth terms.

On grand Cayman the locals lived inland. The expat community lived on the coast. Locals thought they were mad.
