Been happening on a large scale with respect to employment in a number of areas; Indian student/job scheme, has happened in the seasonal fruit worker scene. Instead of being upfront and meeting their legal obligations, these companies intentionally avoid them until they get caught.
And for all those of us who go about and run our businesses abiding the laws, we're essentially at a competitive disadvantage.
