shear pin

Possibly a stupid suggestion but have you checked inside the engine cover?  Sometimes they have a spare or 2 in a rubber clip.  

 

And the ones I have replaced were all brass or bronze, not stainless.  Do yo have the manual or can yo check the broken one?  Have never changed a Honda 4-stroke 1.5 hp though....

Shear pins are a pain. All the ones I've had experience with on small outboard have been bronze and I've never been able to find substitutes of the right diameter. My solution was to use a slightly larger bronze brazing rod, whizz over it with a file until it fitted the hole in the prop shaft and then cut a few to length. You end up with a lifetime supply of shearpins and it omly takes a few minutes.
