So can I visit my boat at marina under Code 3? It appears not....

No boating allowed, but why mention parking permits will be enforced if they aren't letting anyone down to the marina?

But - earlier it says let one of them know if you want them to check on your boat.

Why can't I?  Or can I?

All these can I, Why can't I questions are very easy to clearly answer. Under level 3, you can pop down to the boat to check it over, but there are stricked rules in relation to keeping distance from other people.
However, you cannot row out to the Boat. Reason is, rowing out puts you at risk of something going wrong and if something goes wrong and you need rescuing, then you put the rescuers at risk. So you cannot row out to a Boat on a Mooring.
I know it's silly and there is greater risk crossing the road than falling out of the Tender, but them''s the rules and that's the reason why.

COVID-19 – Alert Level 3 – Marlborough Sounds Marinas
 
Dear Marina Users,
 
The government recently announced that we will move to COVID-19 Alert Level 3 from midnight on Monday the 27th April. Government rules under this Alert Level include:
  • Stay home. If you are not at work, school, exercising or getting essentials then you must be at home, the same as at Alert Level 4.
  • You can do activities that are local, which you can do safely, and which do not involve interacting with other people, or equipment touched by other people.
  • Travel is still restricted, and is only allowed for permitted movement in your local area – e.g. for going to work or school, shopping, or getting exercise.
  • If you were in the wrong place when the restrictions came into place, and need to get home, you can now move throughout New Zealand to do so. You can only move once, and in one direction.
  • Staying overnight at a bach or holiday home is  not permitted
  • Boating is not permitted
In line with the above, please note the following guidelines from Marlborough Sounds Marinas

Marina Facilities
Our marina facilities including the launching ramp will remain open only for:
  • Sounds Residents
  • Essential services 
  • Marlborough Sounds Marinas registered contractors
  • Life line utilities and emergency services
Other boat owners should not be leaving the marinas.
If you have been self-isolating in the Sounds and will be heading back home, please contact your marina manager prior to doing so.

Access to jetties & vessel checks
Local customers who wish to undertake quick checks of their vessels themselves (bilge, lines, batteries etc..)  are permitted to do so.
  • Undertaking maintenance is not allowed – (except if undertaken by an approved, registered marina contractor)
  • If you come into the marina to undertake a quick check of your vessel, please do not linger or congregate. Practice physical distancing by keeping a 2 metre space between yourself and anyone from outside your bubble.
  • Use jetty fingers if required to enable physical distancing on the main jetty walkway.
  • Please bring hand sanitiser with you. Our ablution facilities will remain closed.
Alternatively, customers (including non-Marlbarian) can notify marina staff and we can undertake some of those checks on your behalf, using the contact form here
 
Boat Maintenance
  • The Waikawa Marina hardstand will stay locked with padlock keys provided as required to commercial user groups and approved marina contractors
  • Most commercial boat maintenance operators are intending to resume operations at commencement of Level 3.
  • Local vessel owner with a berth in Waikawa marina can relocate their vessel to and from Waikawa marina boat lift dock.
  • Similarly locally based Havelock berth licensee can relocate their vessel to and from the haulout ramp in Havelock
  • For all boat maintenance facilities located outside of the marina and for non-Marlbarian berth licensees, vessels are to be relocated to and from haulout facilities by an approved marina contractor of their choices.
 
Ablution and Rubbish Facilities
  • Ablution, rubbish and recycling facilities will remain closed off
 
Fuel
  • Fuel is available in all three marinas
 
Security
  • All jetties with security gates will continue to be closed 24/7 and accessible by card only
  • Dock walks by marina staff and security patrols continue to operate multiple times per day
  • CCTV surveillance remains in operation 24/7
 
Living aboard your vessel
  • You cannot self-isolate, stay overnight or live aboard your vessel in the marina (except if you are already an existing, known and approved live-aboard)
  • We will not approve new live-aboard tenants. We will be monitoring this across our marinas.

Looks like Coastguard didn't get the memo today - oh wait there was no memo.  The slimeballs at SNZ updated their rules today - no press release or memo by the looks.  Orwell would laugh!

Anyway the "information" used to be

but today, as anticipated, it has been "updated" to 

Play-Active-Recreation-and-Sport-at-Alert-Levels-4-4.pdf

So Wheels, you are not correct in saying "However, you cannot row out to the Boat. Reason is, rowing out puts you at risk of something going wrong" because it is possible under the "current" rules - to row within "close range of the shore (no more than 200m away)" -  that might change by the time I wake up in the morning, or perhaps before I even go to bed tonight - who knows - it's a mystery!

However, the loonie socialists at SNZ simply can't acknowledge a boatowner's need to check/maintain their boat and have included included the following statement "Water-based activities involving boats or motorised craft or equipment, or scuba diving are not allowed." 

My boat is within 200m of shore - I'll be paddleboarding out to it, and then going for a swim around it - with a scrubbing brush.  F**k them!
