From what I can see, the efforts of those such as Keith Gordon have resulted in adequate awareness of the risk at official levels but, as seems to be the case with all kinds of governments, there is a reluctance to allocate today's budget to what - if you blur your eyes just a bit - you can just about fool yourself is tomorrow's problem.
