Maybe the paint companies should be once again allowed to use additives that work. I think that effective antifouling will reduce the likelihood of introducing exotic pests... and having a long term clean bum also reduces fuel consumption... I believe we may have shot ourselves in the foot with overly restrictive legislation limiting the effectiveness of antifouling products. Which is the lesser evil... paint additives or introduced pests?
