Though worth holding and worth funding are two different things. It only takes two boats to have a match and decide a winner. Under the agreement with the government they lose funding if fewer than 3 challengers make it. If I had my way, there would be no government funding regardless of how many show. In the end the real ROI the government is looking for is votes.

I should probably have said any "increase in supply..." Even in a monopolist system an increase in supply changes the competitive landscape in a positive way. But surely there is registration of who owns/leases the mooring. Why not make them responsible for the costs rather than pushing them on to ratepayers or other mooring holders. What am I missing?

In the regattas I've been involved in managing in the (typically litigious) US, it is the boats that have been insured. From the OA perspective, who owns the boat or the insurance has not been an issue.
