Though worth holding and worth funding are two different things. It only takes two boats to have a match and decide a winner. Under the agreement with the government they lose funding if fewer than 3 challengers make it. If I had my way, there would be no government funding regardless of how many show. In the end the real ROI the government is looking for is votes.

I should probably have said any "increase in supply..." Even in a monopolist system an increase in supply changes the competitive landscape in a positive way. Even a monopolist has to compete with you choosing to own a trailer boat or to keep your boat on a swing mooring. If there is an unsatisfied demand for marina berths from people willing to pay current prices (e.g. people on swing moorings who would pay for a berth if they could get one), an increase in supply will meet that demand (this is why I said only "perhaps"). Who did the rigging inspection? What does this refer to? A deck-stepped mast? Also interesting that they did manage to get 160 litres of fuel transferred from the container ship, so presumably if they'd been able to cut the rig free they could have motored to safety? -

But surely there is registration of who owns/leases the mooring. Why not make them responsible for the costs rather than pushing them on to ratepayers or other mooring holders. What am I missing? -
In the regattas I've been involved in managing in the (typically litigious) US, it is the boats that have been insured. From the OA perspective, who owns the boat or the insurance has not been an issue.
