There is no logic to any of it. It's just rules for rules sake. To look like something is being done, when it isn't. It is just how our country deals with stuff. Stuff and nonsense.

Having talked with locals on the island I think it's probably more about making life a bit easier for people who live on Aotea Great Barrier who have been dealing with the restrictions for a long time... it's so they can go out and drop a line and get a feed. The situation is a little bit different in other places.
Exotic caulerpa is pretty nasty. I'm sure you'll all do the right thing.
