Sailing Instructions

 

1 RULES

1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

 

1.2 The rulings of the scrutinizing committee constituted by PYBC for this regatta using as guidelines the International Quarter Ton regulations to determine the eligibility of boats to enter, shall apply.

 

1.3 The Yachting New Zealand Safety Regulations Category 5 plus Rails to Category 3 shall apply, for the Olympic races but Cat 4 + rails for 2 handed. This changes the notice of race.

 

1.4 All boats with a lifting centre plate type keel shall be fitted with a lock-down device which securely locks the centre plate or keel fully down and this lock shall be engaged and secured at all times while the boat is on the water.

 

1.5 Safety checks of any boat may be made at any time.

 

1.6 For protests where only a Rule of Part 2 or Rule 31 is alleged to have been broken, an arbitration hearing may be offered prior to any formal hearing.

 

2 ADVERTISING

Boats may be required to display advertising chosen and supplied by the organising authority, and may carry their own advertising so long as it doesn’t conflict with any regatta sponsor.

 

3 ELIGIBILITY AND ENTRY

3.1 The regatta is open to all boats of Quarter Ton class style circa 1973 -1982 that comply with the spirit of the original Quarter Ton or class rules including spars and appendages ( the scrutinizing committee will vet all entries ) YNZ registration in the name of the current owner is required.

3.2 Eligible boats may enter by completing the entry form and sending it, together with the required fee, to The Organising Authority by 1700 hrs Wednesday 23rd February 2011. Forms available from PYBC or downloaded from www.pybc.org.nz/downloads/quarterton

3.3 Late entries will be accepted up to 1500 hrs Tuesday 1st March 2011 as long as it is submitted together with the relevant entry fee and the additional late entry fee.

3.4 To be eligible to compete in this event each entrant and crew members shall be a financial member of a club recognised by the entrant national authority.

 

4 INSURANCE

4.1 All yachts competing in the reunion regatta should have insurance including third party insurance cover of $250,000.

 

4.2 All yachts competing in these races do so at their own risk and responsibility. The Panmure Yacht & Boating Club, any sponsor, Regatta officials are not responsible for any damage or injury either ashore or afloat.

 

4.3 The Panmure Yacht & Boating Club, any sponsor, Regatta officials are not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or the adequacy of its equipment.

 

5 NOTICES TO COMPETITORS

5.1 The Regatta Office is situated at the Panmure Yacht & Boating Club

 

5.2 The Regatta notice board is located at the main entrance door way of the Panmure Yacht & Boating Club, also a second board is located in the members lounge, and notices to competitors may also be uploaded on to the club website. pybc.org.nz

 

6. CHANGES TO SAILING INSTRUCTIIONS

6.1 Any change in the Sailing Instructions and or race schedule will be posted on the official notice board before 2000hrs the day prior to it taking effect.

 

7. SIGNALS MADE ASHORE

7.1 Signals made ashore will be displayed on the PYBC flag pole which is situated on the balcony of the clubhouse.

 

8 SCHEDULES

8.1 Registration and Briefings:

(a) Briefing: 1900hrs on Friday 4th March 2011.

(B) 2 Handed series 1900hrs Thursday 10th March 2011

 

8.2 Measurement and inspection: PYBC reserves the right to scrutinise any yacht eligibility

 

8.3 Dates of racing:

Saturday 5th March 2011 up to 3 Olympic Courses - Browns Is. area

Sunday 6th March 2011 up to 3 Olympic Courses - Browns Is. area

Friday 11th March 2011 Leg 1, 2 handed series to Ponui Is

Saturday 12th March 2011 Leg 2, 2 handed series to Kawau and sponsored beach BBQ

Sunday 13th March 2011 Leg 3, 2 handed series

 

8.4 Number of races:

(a) Nine Races are scheduled.

(B) Races may be sailed Back to Back.

© A maximum of 3 races will be sailed per day on the Olympic courses.

 

8.5 The scheduled time of the warning signal for the first race on Olympic days is 1025 hrs.

 

8.6 The scheduled time of the warning signal for the 2 handed legged series is Friday 11th March 1900hrs, Saturday 12th and Sunday 13th March 0900hrs Yellow Division flag

 

9 THE COURSES & RACING AREAS

The courses to be sailed will be Triangle / Windward Leeward style set in the area between Bean Rock, Browns Island and south of Rangitoto Is. (Note Safety Cat 5 + life lines)

 

The 3 legs of the 2 handed series are passage races to Ponui Is and Kawau Is as described it the PYBC year book re courses and fairway marks and general sailing instructions. Note Safety Cat 4 + life lines apply

 

10. Olympic course Triangles

 

 

Leg lengths will be approximately 1 nm

Course 1 Five legs finishing downwind between the start boat and buoy 3 to Stbd.

Course 2 Six legs finishing up wind between the RC Finish boat and buoy 1 to Port.

 

11 SCORING

11.1 Races will be scored on elapsed time and general handicap.

The General Handicap will be a formula-derived performance handicap that adjusts after each race based on the performances for that race and the prior races, if any.

 

11.2 Four (4) races are required to be completed to constitute the Olympic series.

 

11.3 All races count for the 2 handed series

 

Points. Low points

Olympic Races 1 pt / place each race,

2 handed series 1 pt /place overall aggregate

 

12 TIME LIMITS

12.1 The Olympic course time limit will be 2 hours. No race will be started after 1530hrs for the Olympic series. Boats failing to finish within the time limit will be scored Time Limit Expired (TLE) if no boats finish within the time limit the race committee shall abandon that race. This changes RRS 35.

13 PROTESTS

13.1 Protest shall be written on the ISAF prescribed forms and lodges at the PYBC sailing office within 2hrs of the last boat’s finish for the last race of the day. Amends RRS 61.3

 

13.2 Protest notices will be posted on the Official Regatta Notice board within 30 mins of the protest time limit to inform competitors where and when there is a hearing.

 

13.3 The protest committee may hear protest in approximately the order of receipt as soon as possible after the protest time limit.

 

14. SUPPORT VESSELS

14.1 Team leaders, coaches and other support personnel or vessels shall not approach closer than 50 meter to any boat racing. The penalty for failing to comply may be the disqualification of the boats associated with the offending vessel.

 

15. RADIO CUMMUNICATIONS

15.1 Except in an emergency, a boat shall neither make radio while racing nor receive radio communication not available to all boats. This prohibition includes the use of mobile phones

 

15.2 In accordance with RRS 41, the Race committee may broadcast the course to be sailed, sail numbers of OCS boats and/or any other information to competitors. Any failure of, or defect in, such a broadcast will not be grounds for redress. For the purpose boats may carry a hand held VHF radio. Boats may transmit on VHF to communicate in the event of an emergency or upon retiring from a race or to give an ETA on the passage races, or at the request of the Race Committee

 

15.3 The designated race frequency is VHF 77

 

16 PRIZES

Prizes will be given at the Prize giving for the 2 handed series BBQ on Monday 14th March from 1800hrs at PYBC

 

17 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The Organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
