Perhaps that shows that safety rules, and the encouragement to have the gear aboard, a decent level of sailing competence, and the safety inspection systems and inspectors are working well. Of course with yachts, you have to have a pretty good skill level just to get them to go forward! The same cannot be said of tinny, fizz boat and launch owners by comparison I would suggest.
