"And the lawyers said, actually back in September they [the council] made these changes, so anybody who discharges from any vessel within 2km of the high-water mark is breaking the law. The council hasn't told anybody and there are going to be thousands of boaties up in arms."

 

Sewage could previously be dumped from ships and boats at least 500m from shore, and in water more than 5m deep.

I read that article with surprise as well.

Deal with your vessel's sewage appropriately

To discharge untreated sewage from a vessel, you must be more than:

500m from the shore

500m from a marine farm

500m from a mataitai reserve

200m from a marine reserve

5m depth of water.

 

And

 

"The Resource Management (Marine Pollution) Regulations 1998 were

introduced in response to growing fears of the pollution of New

Zealand’s coastal shores and water. The Regulations are the

responsibility of the Ministry for the Environment. They are

administered and enforced by regional councils who are in charge

of coastal management under the Resource Management Act. This

law addresses a wide spectrum of water pollution problems. One of

the issues posing greatest concern at present is sewage in marine

waters"

I was puzzled but it looks like they might have mixed things up - found these - part of the unitary plan - NOT CURRENT RULES
