When they start they normally run a POST (Power on self test) Sounds like this might have failed, or failed to detect required devices (like GPS antenna??) Check all connections, turn it off, wait 10 secs, turn it on.

If you give us a model number we may be able to provide further help if that does not resolve anything...

Ok, a couple of possibilities. If it sits at the sat screen for a long time, it is likely to be either the location storage has failed (flat internal battery??) and it is trying to locate again. This can be 3-5 mins or more before it "finds" itself. If it does not find itself, then it won't move on, and the problem is likely to be the GPS antenna or connections - it can't "see" the satellites.

How long have you left it on the satellite/gps startup screen??

you could try, from the manual, the restart GPS option - if the unit responds at all??

13-3 DGPS setup
Internal GPS
Disable or enable the TRACKER’s internal GPS
receiver. Disable this if a non-standard GPS antenna
that sends NMEA data is installed.
DGPS Source
Enables or disables the satellite based DGPS
correction (see section 7). The options are None or
WAAS/EGNOS. Do not enable WAAS/EGNOS
outside their coverage areas or the accuracy of the
position might be degraded.
WAAS covers all of the USA and most of Canada.
EGNOS will cover most of Western Europe when it
becomes operational about the end of 2003.
Restart GPS
Restarts the internal GPS receiver for servicing or
troubleshooting. The GPS receiver takes up to three
minutes to restart. The satellite display shows the
status of the GPS receiver (see section 7).

OK, that's not good. It is failing POST. It Might be a flat battery (soldered to the board) but it is quite likely to be a board failure. The battery can be changed, but requires some soldering expertise, as it is a multi-layered board, and can quite easily be stuffed.

One final point - double check the supply voltage at the unit, with it powered on, just to ensure it's not a voltage drop issue....

That's about all I can think of without looking at it.
