New plans for the controversial high performance yachting facility at Takapuna Beach are being drawn up behind the scenes.

 

Yachting New Zealand is in the midst of preparing a resource consent application for another take on the contentious National Ocean Watersports Centre but details are being kept under wraps.

 

The North Shore Times learnt of these plans through correspondence with Minister for Sport and Recreation Murray McCully who has committed $3 million of government money to the project.

 

Mr McCully refused to speak with this newspaper about the funding agreement.

 

And after a lengthy battle for a response through the Official Information Act all information is being withheld on the grounds that negotiations regarding the centre are still under way.

 

Further clarification revealed that Yachting NZ is currently preparing a resource consent application with the support of Sport NZ. The application is yet to be lodged with the council.

 

But it seems Mr McCully is confident the facility will go ahead on Takapuna Beach.

 

Mr McCully referred to the centre as being a sure thing in a letter of support for a bid to host the 2015 Finn Gold Cup sailing competition in Takapuna.

 

"Developments are progressing here for a National Ocean Watersports Centre based at Takapuna, which will be an excellent new facility to support this event," Mr McCully said.

 

There has been overwhelming opposition from the public to the centre being sited on reserve land currently occupied by the Takapuna Beach Holiday Park.

 

And the issue is shaping up as a factor in the upcoming local body elections.

 

It is unknown whether the resource consent application will ask that the facility be located on the area now used by the holiday park, or the original and less contentious site some 200 metres away next to Takapuna Boating Club. But these latest plans have been kept from the Devonport Takapuna Local Board, which has landowner rights over the beachfront reserve land.

 

Earlier this year the board passed a contentious reserve management plan which includes a provision for some boat storage and ancillary functions.

 

A hearings panel had previously rejected plans for a facility that would have included an office block for Yachting NZ staff.

 

Campground owner Marius Rothmann says he's been assured by council officers that there is nothing planned for the holiday park site in the near future.

 

Mr Rothmann says he has been told to open up his bookings but as yet the council has not given him any sense of how long the campground might be around for.

 

"We know we are not going to be given a 10-year lease but all we want is to be sure what they want with us," he says.

 

"We're in limbo right now."

 

At the moment the holiday park's lease is rolling over on a month by month basis, Mr Rothmann says.

considering that the original proposal really would not have been terribly relevant to such an event anyhow, given that it was located so far from TSC and had very limited mast-up storage space.

Secrecy over new plans for a controversial high performance yachting centre at Takapuna has made it an election issue.

 

Confusion remains about the fate of the Takapuna Beach Holiday Park while Yachting New Zealand works behind closed doors on its National Ocean Watersports Centre (NOWSC) application.

 

Key supporters of the campaign to save the campground are banding together as Friends of Takapuna Beach to get candidates to speak about their views. They are reminding local body politicians about the size of public opposition to putting NOWSC and Yachting New Zealand offices on the prime reserve land owned by Auckland Council.

 

Takapuna resident Ron Batty says the 2000 petitioners, more than 8300 Facebook supporters and 800 submissions represent "the quiet majority" on this issue.

 

Public money, including $6 million worth of taxpayer and ratepayer funding, is earmarked for the centre but people are "being treated like mushrooms", he says.

 

A growing campaign to make the campground an election issue already involves petition organisers, Takapuna Residents Association, North Shore Outdoor Boating Club, North Shore Forest & Bird and Environment Takapuna.

 

Mr Batty says the secrecy makes people think nothing is happening but a North Shore Times story made it clear that's not true. This month the newspaper learnt of a resource consent application for NOWSC through correspondence with Minister for Sport and Recreation Murray McCully.

 

A lengthy battle for information revealed Yachting NZ is preparing a resource consent application with the support of Sport NZ.

 

Takapuna resident Ian Munro says it's just a few weeks before voting papers are sent out but people don't know the stance of some candidates.

 

The flat reserve land of the campground is a precious resource as Takapuna grows, he says.

 

"I'm fighting on behalf of my grandchildren. I want them to have access to that land," Mr Munro says.

 

Mr Batty says the original site proposed for NOWSC some 200 metres away at Takapuna Boating Club had public support. He understands a neighbouring property owner could be willing to sell, giving even greater options for the site.
