wheels 543
The question I have is, Why does MSA or MNZ or whoever that does the inspecting of the Vessels, Paperwork and whatever else, not pick up that these "skippers" are not licensed??Is there an Inspector turning a Blind eye? not doing his job well or on the take??? There should never be an excuse of "they were out working the day the Inspector showed up. Truck Drivers still have to get an COF and Medical and reapply for a License every 10yrs, so why should it be an excuse to a Skipper that they are at Sea so....
Steve Pope 243
Amazing, I was talking to a fellow who is involved in formatting the "regulations" for MOSS, it appears that those setting the agenda don't have any real experience of the marine environment, and don't want to talk to those that do! Cost recovery is at the top of the list, apparently with every phone communication with a client to be charged out on a per minute basis. (Castle building) Plus it is apparently coming into effect while it is incomplete and still being written. "Professional Skipper" seems to be onto it, but maybe the owners, skippers, crew etc. are so fragmented by distance/ remoteness that it can / will become (bad) law, the first they'll know about it will be when they need to get a survey or renew their license etc.
rigger 47
Under current rules (new rules come into force on 1st April) domestic tickets have no requirement for a medical and most never expire, under the new rules everyone will have to transition to new tickets. There will be five years for people to do so (after which the old ticket is no longer valid), and the new tickets will require medicals every 5 years, in the case of the higher tickets it is every two years - which can be reduced if the holder has a medical condition.
