Rib has brown stuff on it helppp

Hey Guys , I recently got my boat back from a friend whos place it was staying at for a few months due to me not having space to store it and now that its back it has these brown patches on it. He says that during a bit of a storm the cover came off and it was out in the sun for a week while he was away on work. I think its uv damage but im not sure, is there any way to repair it? I would hate to lose access to my boat right before summer. The brown area is not stickey like some people describe it but its made the rib feel alot more stiff in the damaged area when its deflated. I would add an image but the pictures are too large to add file size wise.

My uneducated guess is that it is some sort of chemical damage. A tender should have considerable UV resistance. Mine is outside on the davit 25/7. 

Sun damage wouldn't have the 'run' marks around the edge of the stain.

Suntan lotion is very bad for PVC dinghies. It reacts with the plasticers. I thought it makes it go a tacky / sticky though. It is a known problem though, suntan lotion wrecking PVC. It is probably the most plausible explanation.

Haha, so you've seen the child sized handprint on the back of my car then?

Sunblock them up then jump in the car to go to the beach... Nekminnit sunblock handprint...

But that stuff must be safe, we lather ourselves in it daily all summer.

Boat came with a permanent sunblock handprint on dodger clear

After talking with a few more people they reccommended using a high grit sandpaper to see how deep it went, luckely its just the top layer so using wet 600 sandpaper ive gotten most of it off and its just whats left down deep in the weave. Here is a side by side view. Hope this helps anyone in the futer and if yous have any ideas on how to get the last of it out id be keen to know.
